Elba Express Receives FERC Approval For New Compression

The US Federal Energy Regulatory Commission (FERC) has granted approval for Kinder Morgan’s Elba Express Company (EEC) to construct, operate, and maintain the Elba Express Modification Project. The project adds north-to-south transportation capacity to the Elba Express pipeline system. Elba Express intends to construct and operate the project in three phases.

Phase 1 includes constructing and operation of additional compression at the existing Hartwell Compressor Station in Hart County, Georgia, USA, and two new compressor stations in Jefferson and Effingham Counties, Georgia.

According to public documents, at the Hartwell Station, Phase 1 includes installation of two additional gas turbines rated up to 31,800 hp (23,722 kW) within the existing 10,000 hp (7460 kW) Hartwell Compressor Station site. This would also include installation of a standby generator, fuel gas heater, filter separator, gas cooler, pig launcher/receiver, and blowdown silencer.

The new Jefferson County Compressor Station (Phase 1) will comprise of a new gas turbine rated up to 15,900 hp (11,861 kW), a standby generator, fuel gas heater, filter separator, gas cooler, pig launcher/receiver, blowdown silencer, and compressor turbine auxiliary equipment and controls.

As part of Phase 1, the Rincon Compressor Station will be constructed in Effingham County, Georgia. This new facility will include a gas turbine rated up to 15,900 hp (11,861 kW), fuel gas heater, filter separator, gas cooler, pig launcher/receiver, blowdown silencer, a standby generator, and compressor turbine auxiliary equipment and controls.

During Phase 2, one additional gas turbine rated up to 15,900 hp (11,861 kW) will be installed within the existing Hartwell Compressor Station facility footprint. In addition, a blowdown silencer and a standby generator, fuel gas heater, filter separator, and gas cooler will be installed.

No new compression or facilities will be added at Jefferson County Compressor Station or Rincon Compressor Station during Phase 2.

Phase 3 includes installation of one additional gas turbine rated up to 15,900 hp (11,861 kW) at the Hartwell Compressor Station; one additional gas turbine rated up to 15,900 hp (11,861 kW) within the existing Jefferson Compressor Station facility footprint; and installation of an electric-motor driven compressor rated up to 15,000 hp (11,861 kW) at the Rincon Compressor Station.
