Transcontinental Gas Pipe Line Company LLC (Transco), a subsidiary of The Williams Companies Inc., has filed an application with the Federal Energy Regulatory Commission (FERC) seeking approval to abandon a substantial portion of its North Padre Island (NPI) Lateral pipeline system. The proposed North Padre Island Lateral Abandonment Project spans Jim Wells, Brooks, Kleberg, and Kenedy counties in Texas, extending into the Gulf of Mexico.
The NPI Lateral was originally constructed in 1980 and consists of approximately 66 miles (106 km) of 24-inch (609-mm) diameter pipeline. Transco’s application proposes to abandon roughly 50 miles (80 km) of this pipeline, along with a gas conditioning facility and auxiliary infrastructure. The segment slated for abandonment stretches from approximately 3.5 miles (5.6 km) offshore in the Gulf of Mexico to Transco’s Mainline A in Brooks County, Texas.
A key component of the project is the decommissioning of Station 14, a non-FERC-jurisdictional dehydration and storage facility. Station 14 includes compressor units, storage tanks, dehydration units, separators, and metering and regulating equipment—all of which are slated for retirement.
Transco emphasized in its application that the abandonment will not affect the daily design capacity or operating conditions of its broader pipeline system. The facilities have been idle since July 2015, and there have been no recent transportation service requests for the NPI Lateral. The company does not anticipate future use of the infrastructure.
The abandonment project reflects Transco’s ongoing efforts to optimize its asset base and reduce maintenance costs associated with idle infrastructure. By removing facilities that no longer serve interstate natural gas transportation needs, Transco aims to streamline operations while maintaining system reliability.
