TotalEnergies has restarted onshore and offshore activities at the Mozambique LNG project, marking a major milestone nearly five years after work was halted under a force majeure declaration in 2021.
Construction was stopped due to security concerns after militants launched attacks in nearby towns in the Cabo Delgado province, including a major assault that killed an estimated 800 people and forced the evacuation of personnel from the project area. The restart follows security improvements in the region and a November 7, 2025, decision by the Mozambique LNG consortium to lift the force majeure, clearing the way for full mobilization at both the Afungi onshore site and the offshore installation areas.
Construction activity has resumed at scale, with more than 4000 workers mobilized, including over 3000 Mozambican nationals. TotalEnergies reports that the project is approximately 40% complete, as most engineering work and procurement of major equipment had been finalized during the force majeure period. For example, Siemens Energy supplied four centrifugal compressors for boil-off gas (BOG) service and six SGT-800 industrial gas turbines for onsite power generation
With work now progressing, first LNG is targeted for 2029.
Mozambique LNG is operated by TotalEnergies EP Mozambique Area 1, which holds a 26.5% interest. Partners include Mitsui E&P Mozambique Area 1 (20%), ENH Rovuma Área Um (15%), ONGC Videsh Rovuma (10%), Beas Rovuma Energy Mozambique (10%), BPRL Ventures Mozambique (10%), and PTTEP Mozambique Area 1 (8.5%).
The Mozambique LNG Project began with the discovery of a vast natural gas reserve off the north coast of Mozambique in 2010, leading to a final investment decision of nearly US$20 billion in 2019.
TotalEnergies’ plans for approximately 65 Tcf (1.8 x 109 m3) of recoverable natural gas include the construction of two liquefaction units with a capacity of 13 MTPA with expansion capacity of up to 43 MTPA.
